Marvel have now placed NOVA in its development schedule
Via an exclusive to Deadline, it is now put out there that Marvel Studios are developing a project based on Richard Rider (Nova); a powered human in the Nova Corps, which we were introduced to in GUARDIANS OF THE GALAXY (2014) and then crossed paths in GUARDIANS OF THE GALAXY VOL. 2 (2017). We have never come across Richard Rider in the MCU.
Nova first appeared in an 1976 issue of Super Adventures was member of the intergalactic police force known as the Nova Corps, for which he gained superhuman abilities including enhanced strength, flight and resistance to injury. While the character didn’t have many run-ins with some of the main figures of the current or past MCU, he did have some battles with the Skrulls, who have big parts in recent and upcoming Marvel projects including Captain Marvel and the limited series Secret Invasion.

Details regarding the MCU project are thin, but here's what we know for certain:
- Sabir Pirzada (MOON KNIGHT: episodes 3 & 4) will be writing it
- The project is currently untitled, as expected
- IMDb lists it as a TV series*
- Kevin Feige will be producing it, as expected
- Feige spoke about Nova in 2018 via Comicbook.com
*I will be waiting for Marvel's official debrief before I believe anything.
